I don't know for other areas but in Aichi both the electricity and gas companies "forced" customers to go paperless so now I registered my card for both payments. If you want to pay by cash at the convenience store it's possible they'll charge the payment sheet 100 yens or something..

The hard thing is not being able to pay with your card. You have to pay in cash.
